The Juan de Fuca Community Planning office helps manage land use planning in the Juan de Fuca (JdF) Electoral Area [PDF/2MB].
What We Do:
- Official Community Plans: Staff use these plans to provide guidance on future development.
- Land Use and Zoning Bylaws: Staff review these bylaws to provide guidance on how land can be used.
- Development Applications: Staff review various types of applications and provide recommendations for land development approval.
Staff support the local Advisory Planning Commissions, Boards of Variance, the Juan de Fuca Land Use Committee and the Electoral Area Director.

The Juan de Fuca Land Use Committee (LUC) considered a request to amend the Juan de Fuca Land Use Bylaw, Bylaw No. 2040, to rezone the subject property from the Forestry (AF) zone to a new Rural 3 – Home Brewery (RU3) zone to permit home brewery accessory to a principal residential use (Bylaw No. 4766) at its meeting of May 19, 2026.
At that meeting the LUC recommended that proposed Bylaw No. 4766 be amended to strike "on no more than 3 days per calendar week and" from the RU3 zone.
The LUC further recommended that the proposal be referred to agencies and to the Shirley-Jordan River Advisory Planning Commission (APC).

The Juan de Fuca Land Use Committee (LUC) considered a request to amend the Juan de Fuca Land Use Bylaw, Bylaw No. 2040, to rezone the subject property from the Rural 2 (RU2) zone to a new Rural 2 – Recreation (RU2-R) zone to permit outdoor facilities for recreation activities including a non-motorized multiuse trail, hiking, picnic areas, fishing, archery, and disc golf establishments, and a convenience store accessory to the outdoor recreation principle use (Bylaw No. 4764) at its meeting of April 21, 2026.
At that meeting the LUC recommended that the proposal be referred to agencies and to the Shirley-Jordan River Advisory Planning Commission (APC).

The Juan de Fuca Land Use Committee (LUC) considered a request to amend the Juan de Fuca Land Use Bylaw, Bylaw No. 2040, to rezone the property from the Rural (A) and Forestry (AF) zones to the Rural 2 (RU2) zone for the purpose of facilitating a two-lot subdivision and permitting agriculture and farm buildings (Bylaw No. 4716) at its meeting of November 18, 2025.
At that meeting the LUC recommended that the proposal be referred to agencies and to the Shirley-Jordan River Advisory Planning Commission (APC).
The proposal was presented at a public information meeting and then considered by the Shirley-Jordan River APC at its meeting of January 13, 2026.
The LUC recommended that Bylaw No. 4716 be given first, second, third and fourth readings at its meeting of March 17, 2026.
The CRD Board gave Bylaw No. 4716 first, second, third and fourth readings at its meeting of April 8, 2026.

The Juan de Fuca Land Use Committee (LUC) considered a request to amend the Shirley-Jordan River Official Community Plan, Bylaw No. 4001, by redesignating a 0.5 ha portion of the subject property from Coastal Uplands (CU) to Commercial (CO), and a 3.5 ha portion from CU to Pacific Acreage (PA) (Bylaw No. 4705) and to amend the Juan de Fuca Land Use Bylaw, Bylaw No. 2040, to support the request to split-zone a 0.5 ha portion from the Forestry (AF) zone to a new Commercial Rural Market (C-2) zone, and the remaining 3.5 ha from the AF zone to the Rural Residential 3 (RR-3) zone (Bylaw No. 4706) at its meeting of September 16, 2025.
At that meeting the LUC recommended that the proposal be referred to agencies and to the Shirley-Jordan River Advisory Planning Commission (APC).
The proposal was considered at a public information meeting and a meeting of the Shirley-Jordan River APC on December 2, 2025.
The LUC recommended that Bylaw No. 4705 and Bylaw No. 4706 be given first and second reading and direction to proceed to public hearing at its meeting of February 17, 2026.
The CRD Board recommended that Bylaw No. 4705 and Bylaw No. 4706 be given first and second reading and direction to proceed to public hearing at its meeting of March 11, 2026.
A public hearing was held March 31, 2026.
The CRD Board gave Bylaw No. 4705 third and fourth reading, adopting Bylaw No. 4705, at its meeting of May 13, 2026. At that meeting, the CRD Board gave Bylaw No. 4706 third reading.
